Goal 16. Promoting peaceful and inclusive societies for sustainable development, ensuring access to justice for all and building effective, accountable and inclusive institutions at all levels
We need peace in every sense of the word around the world. However, the path to global peace and security is becoming increasingly complex. The number of people forcibly displaced worldwide has reached record levels: as of May 2023, over 110 million people had to flee due to persecution, conflict, violence and human rights violations. The period between 2022 and 2023 saw the highest spike in civilian casualties since the adoption of the 2030 Agenda. Persistent threats to human security around the world are clear evidence of the breakdown of peaceful and inclusive societies, which are essential for sustainable development.
Goal 17. Strengthening the means of implementation and revitalising the Global Partnership for Sustainable Development
Global partnerships for sustainable development cover important areas such as finance, technology, trade, etc. There are mixed trends in mobilising financial resources for development, expanding internet connectivity and strengthening statistical systems. However, a significant investment gap of US$4 trillion per year for developing countries to achieve the SDGs and persistent serious challenges, e.g., unprecedented levels of external debt and limited access to online connectivity in low-income countries, highlight the need for continued engagement, increased cooperation and support in the context of deteriorating international cooperation and geopolitical tensions.
Figures and Facts
The global homicide rate has gradually declined: from 5.9 victims per 100,000 people in 2015 to 5.5 in 2020. However, this trend was interrupted by a sharp increase to 5.8 victims per 100,000 people in 2021 and this indicator fell slightly to 5.6 only in 2022.
The number of civilian deaths in armed conflict increased sharply in 2023. Between 2022 and 2023, civilian casualties increased by 72 per cent, the highest increase since 2015. In 2023, 7 out of 10 recorded deaths occurred in the occupied Palestinian territories and Israel.
Violence as a method of discipline is the most common and widespread form of violence against children. In 82 countries (mostly low- and middle-income) with data from 2015 to 2023, almost 8 in 10 children aged 1-14 years experienced some form of psychological aggression and / or physical punishment at home in the past month.
In 2022, there were an estimated 11.4 million people in prison worldwide, which is equivalent to 142 prisoners per 100,000 people. In 2022, almost a third (3.5 million people) of the global prison population were held in pretrial detention, and this proportion remained unchanged between 2015 and 2022 (around 30 per cent).
The data obtained for around 130 countries in 2022 shows that, globally, government revenue represents approximately 33 per cent of GDP. The overall tax burden, or tax revenue, averaged 26 per cent of GDP in developed countries and 18 per cent of GDP in emerging and developing countries.
The annual investment gap required to achieve the SDGs in developing countries is approximately US$4 trillion. In order to meet the investment requirements for achieving the SDGs by 2030, approximately US$30 trillion in additional investment must be secured over the next eight years. More than half of this gap, or US$2.2 trillion, is required for the energy transition alone.
In 2023, around 67 per cent of the world’s population (5.4 billion people) had access to the internet. That represents a 4.7 per cent increase compared to 2022, which is higher than the 3.5 per cent growth recorded between 2021 and 2022..

Promoting the development, transfer, dissemination and utilisation of environmentally sound technologies so that they reach developing countries on mutually agreed favourable terms, including concessional and preferential ones.
